They can shoot. Remember that in order for the general's figure to count for
shooting, it has to be armed with a missile weapon, not just simply on an
element with other missile troops.

I think I have the following 15mm Patrician Roman list just about
ready to go for this Summer's NoVa regional tourneys. This one just
falls into place a bit easier than the 25mm EIR list for the H-con
theme (or my 25mm NICT list for that matter, which I guess I should
begin thinking about soon so as not to make _too_ big an
embarrassment for myself).
I know some very sage advice has been given regarding doubling the
size of the Auxilia units. I will proceed as-is, recognizing that it
could be a problem but determined to play them, at the least the
Regulars, the way they are painted.
By dropping the artillery that I do not know how to use, and one of
the five Auxilia units that I have in this army, I saved enough
points to give the second rank of Auxilia darts and to squeeze in a
sub-general. That probably takes care of the two largest issues with
the original list.
By the way, if Jon Cleaves is actually reading this far down the
message, can an independent staff element shoot? I do not see where
in the rules it can not (it can not charge) but I recall someone
saying they couldn't so I am wondering.
Now I am thinking this is not a terrible list, given that you do not
ask too much of the wrong things out of the wrong troop types.
Basically you have skirmish horse archers (the Reg HC), shock lancers
(the Irr HC/MC), maneuverable skirmish foot that can fight <a bit> in
bad going (the LMI) and some decent infantry battle-line troops (the
MI).
A big item still missing would be some LI speed-bumps because force
marching the LMI out to the centerline to get routed by enemy mounted
could be problematic (unless maybe they had the Reg HC right there to
support them). Otherwise, while nothing is the very best, or even
close, at doing what it has to do, it all appears somewhat capable at
least. And with 78 mounted and 144 foot figures it is a lot larger
than most 1600-point armies. My last 15mm 1600-point army I played
had 42 mounted and 96 foot figures. This is over 50% larger though
the troops are not even close to being as good.
