Warrior Ancient and Medieval Rules

It's easy to go 1600 point only when your using cheap irD or Ir C LI
elements. But if your cheapest element is 8 points (Swiss LI) or 14
points (Italian Reg C LC) are you to be penelzied for going over a
bit. Will the brutes soon dictate their uncivilized ways of cheaper,
faster, quicker with no cultured citizens left? Oh poor legioniere
who wants just LC (28 points), HC (33 points), and Legion (28 points
per element) or hoplite (again 28 points), will you be forced to by
that Creten (2 elements 18 points with command)or barbarian jav man
just not to eat points (note 2 element ir D jav no shield only 29
points (with command) compared to 2 element legion- which must be
bought in even numbers unlike those barbarians- 56 points without
command. Will the regulars be forced to be irregular (much like the
late Napoleaonic troops of chiledren and invalids- might be pushing
the anology a bit).
