No and No. The rules are a little weak in this area, but we play
shoulder to shoulder to meet prolonging requirements.

None of my armies are retarded so I can not answere you . Seriously
if you mean C is partially behind B, the jury is out. Much discussion
has transpired on that issue, with no final mandates.
