I don't have my rules in front of me, but I believe Ewan may be guilty of a 7th
editionism here. Certainly the rules _used_ to be this way....

I'll check when I get home, but what I remember is that although the CinC can,
technically, prompt anyone, if prompting a body not directly in the CinC's
command, then the CinC must be in contact with that body (which considerably
limits the usefulness of this option). As I said, I'm not positive about this,
but will check the rules when I get home. Jon, of course, can chime in any time
and set us straight, but I know how he hates those "tell me because I'm too lazy
to read the rules myself" questions.

That is correct. And you might be surprised to learn what WRG 7.6 had to say
about this issue....lol
