Clarification to 18.44 says:
³Baggage camps..., being only one element, are bodies...²
Clarification to 14.44 says:
³A stationary baggage camp must deploy with one edge in contact with the
base table edge...²
Does this means that 4 baggage camp elements must always be deployed 4 wide
by 1 deep, so that each element is in contact with the base edge?
