Actually, I believe it is the third sentence.

The second sentence reads:

"An elephant model counts as five fighting figures."

The next, third, sentence gets into how many can fight in which direction.

At least in my rulebook.

I know Jon is settling this. Here is how I read it, using an example.

Let's say you have a two Burmese elephants (Irr C El, 3 w/JLS, 3 w/B)
charging a unit of 4 elements of Reg C LHI, JLS,Sh.

On the first bound, each elephant can attack with 2 crew members.

On the second bound, if still only fighting to the front, the elephants could
attack with all six crew to the front.

If on the second bound or later another unit charges the elephants in the
flank, then two crew on the elephant model being charged can fight to that
flank. (I don't know if the remaining 4 can fight the front, or if it is only
2 to the front as well. My reading would lean toward only 2 to front as well
as 2 to flank.)

The elephant not charged in the paragraph above still gets to fight with all
6 crew.

Not sure if this is right. But that is my reading of it.
