The sentence in the rules is just not registering with me. It is the
second sentence in Section 9.21

Let's completely separate the First Contact rule from the Subsequent
Bounds rule. Two different sentences, with simple subjects &
predicates.

FIRST CONTACT
1)How many crew figures can fight, in total?
2)How many of the above figures (can/must) fight in one of the four
possible directions?
3)In how many directions may you choose you fight?

SUBSEQUENT BOUNDS
1)How many crew figures can fight, in total?
2)How many of the above figures (can/must) fight in one of the four
possible directions?
3)In how many directions may you choose you fight?

I _think_ what 9.21 means is that in First Contact, up to two crew
can fight in any one direction, and in Subsequent Bounds up to two
crew can fight in each of any or all directions.

But it might also be interpreted to mean that in First Contact, up to
two crew can fight in any one direction, and in Subsequent Bounds
"any or all" crew can fight in "any given" direction. But does "any
given" mean "player chooses one direction" or "player chooses as many
directions as desired?"
