Recoil and Switching Ranks

How does this work?

6.126 states "A body that recoils may exchange ranks as it does so." Note
the "MAY".

6.51 states "Exchanging one or more of a body's ranks with another of its
ranks takes a full approach or counter move, unless the body recoils in
hand-to-hand combat , it being assumed that the front rank has fallen back
through its supporters" Note that here the ranks are automatically and
always exchanged.

There is no clarification applying to either of these.

So, which is true?

No. Its subordinate clause english. It means that if you do it as part of a
recoil, you don't need to take an approach or a counter to do it. Exchanging
ranks in a recoil is entirely voluntary.

I'll probably reword this one in the revised text, but it will remain voluntary.
