Because that is what the Romans did. And because the camp would then
give a -2 to any enemy attacking it (attaivking a defended obstacle). And the
enemy would count the camp higher (-2) due to the ditch.
Question 2 Can I put troops in to defend it since I now have a

I defer to Scott the intent. You certainly can put troops behind a ditched
palisade. I am not sure if the wording is meant to restrict you to only having
this touch your camp or no other use. I suspect the 'for your camp' part is
just history. Scott?
Question 3 Is it's purpose just to make it harder for the enemy to
get into the camp?>>
Yep.

Jon
I just got my Imperial Warrior and haven't eaten or slept for a whole
day, as I ponder weak and weary over the lists. )).
Especially the Early Imperial.

Question 4 Is it just an opportunity for Kollmer to showcase his
terrain making ability to rival Helm's Deep?????

By this Scott means put the LI between the camp and the palisade and the
palisade between the LI an the enemy.
