Clarification 7.5(pg 61): Chains between artillery count as TF.
This suggests that a chained art battery has the same placement restrictions as
a stone wall and can not be strung at setup in a clear terrain feature.
A clear area is exactly where one would expect to setup such a battery. As the
chains are not fixed, as is a stone wall, I would not think that the TF
restrictions should count with chains.

This is incorrect. The rules on positioning note that you cannot put a
non-portable TF on an open space. Strung chains are still portable, even though
when strung they serve as a TF.
Remember that rule 14.0 has been revised and the new version is in the files
section along with 12.0. These are now the current rules for terrain and
competition deployment.
