I am crafting language to clarify the permissible sizes of terrain features
USING 14.0. I did not say that 'starfish' or 'doughnuts' would be disallowed,
I said any such would have to conform to 14.0 *OR* the players could use some
other manner to determine terrain, which is also totally permissible.

My intent is, that is using 14.0 for terrain, area features have a minimum
and maximum 'footprint' on the table - nothing more.
