Jon,
I have a question regarding counter-charge eligibility. On P 29
(last paragraph) as the example for a mandatory rally, a unit of HC
is disordered by evading LC with bow. The HC does not complete their
rally until the end of the next bound because they are unsteady.

On the next bound the LC (or another unit) wishes to charge the
disordered HC frontally.

Is the HC in the above situation eligible to counter-charge or must
it receive at a halt (since evade is not an option to the HC in this
instance)?

5.44 and 5.45 state that a disordered body may make a charge
response. 5.45 gives an example of a disordered unit counter-
charging or evading.
6.166 states that the only charge responses are to receive at a halt,
counter-charge or evade.
Further on 6.166 under counter-charge restrictions it states "a body
may not counter-charge a body that it is not eligible to charge
(6.161).
6.161 under Eligibility to Charge, it states that unsteady troops who
are rallying may not charge (5.44).

Thanks in advance for clearing up my confusion here.

They may countercharge. 5.44 permits such bodies charge responses as long as
the body is eomething they would be permitted to charge - for example, a body of
disordered and rallying LC could not countercharge steady HI.
