Rules Question: 40 in approaches

Are approaches stopped at less than or equal to 40 or less than 40?

One side moves first to 40 in approaches. Can the one moving 2nd approach as
long as the body moving moves no closer than 40.

Lots of ways one is stuck, but there are situations where they would not be
also.

approach moves, moving a body past the shoulder of an enemy body, how close can
it
be?

Have we just imagined this shoulder rule...?

Can i just move a unit past an enemy's shoulder at 40 paces?

This is where I am confused. If approaches are stopped at less than or equal to
40, would not the answer the answer to number 2 be "no" ?

If opposing bodies are at 40 (equal), would this not stop either from an
approach other than to change formation?

The rules is: "An approach move cannot end closer than 40 paces to any known
enemy (exception: if it began the approach phase closer than 40p, see 6.0)."

An approach *may* end at 40p.
