Just to verify, can a converted charge be an otherwise illegal charge?

i.e. if a LC is following up, and a steady MI unit is contacted, can the LC
convert their charge into the MI or must they stop 40 paces back?

Its clear if it was an evade that the LC unit would have to stop 40 paces
back (per 6.166), and the same if it were a pursuit (per 6.33), but not so
explicitly stated in follow up (6.31) and break through moves (6.35).
