Are Prompted charges required under Rush ?

I ask this because all the other descriptions state exactly wether
prompted or not. Rush just says 'must declare charges..... etc
but doesn't say wether these are prompted or unprompted
I/we who play in our little community assume NOT required to prompt.

My suggestion is to add the word (Unprompted) to end of first
sentence.
