I'm assuming this is Later Tang (don't have my army list book in front of me);
comments are based on that assumption.

(1) Up-armoring the spearmen to HI is very expensive, and probably not
necessary. If these guys actually get into hand to hand combat, then you've
probably made a mistake. And if you're worried about being shieldless MI when
shooting, then you should think about how to use your small LI units to split
off fire.

(2) LC in 2 stand units should be regular, not irregular. Irregs are simply too
hard to fully utilize in this role. I believe there are some reg LC available
on the list.

(3) Don't bother with the stone thrower. You have plenty of shooting as it is,
and the stone thrower is too inflexible and too cumbersome to be really worth
the points.

(4) Where are the shock troops? You need at least some, and the Tang list offers
some very good shock troops: Tibetan SHC, and Irr A LMI. Take one or both in
some combination.

I would not upgrade to EHC. It matters most against missile fire (and if
these guys are being shot you're doing something wrong) and against 'other
cav' at the cost of being non skirmishable.

Meh. Take something that can actually hit - likely the Tibetian
mercenaries. You have enough skirmish troops and missile fire already.
And you're completely lacking in ability to actually hit stuff.

I assume that those are all really 4E units (otherwise it's just silly).
I'd take 2x6E, if you really want 12E worth, and save the command factor.

If you're going for armour, it should be half the unit; but I would not.
I would also not upgrade the rear rank with shields. You're losing the
basic advantage of these guys (and the army) which is low cost, for
minimal return.

Ditto. And consider unit sizes. Regular armies can afford more, smaller
units - as in your LI - but these big units may have trouble avoiding
undesired enemy.

At least some of these chould be B. They should all be D class. You
might want to consider upgrading a unit or two of LMI or LI to Reg B for
the guys you do not want to have fail their counters. Consider shielding
a front rank or two.

You should also consider having a unit of IrrrA LMI to run alongside the
reg LMI; the combined threat is much more potent.

Delete the artillery. not enough to be meaningful, too static, etc.
