Per the 14.x rules, I couldn't quite figure out if TFs are restricted to the
"must leave a one element gap between terrain features" rule.
i.e.- if I have a woods terrain placed, can the TF be adjacent to the woods
(or hill, or open space, etc.), or must there be a one element gap between
the woods (hill, open space, etc.) and the TF?
Can you please clarify this for me?

Yes, TFs do have to abide by that. see 14.43.
