This is an interesting discussion and something I have thought about
a lot.

I understand Jon's concerns about the difficulties in changing
anything with the points system now - catherding indeed. Perhaps it
is just the case that the opportunity to give a radically different
points system at the start of Warrior has been missed, and that
there will be no acceptable opportunity to make the change again, at
least for the foreseeable future.

What troubles me overall is that there is a stated basis for the
points system, namely technology costs and availability of
technology, that is fulfilling a function that ought to be fulfilled
by army lists. Further, it is a points system being used primarily
in tournaments, where it does not purport to provide any balance,
and does not do so, except in the most general sense. We are not
using the right tool for the job!

Perhaps the answer is for a number of players to come up with x
rules covering a tournament points system, where the only aim is to
rate the ability of armies in open competition. I am going to try
and find the time to develop such a system. I would envisage this
covering a number of features, notably:

1. Costing of list rules;
2. Evaluation of relative value of weapon types;
3. Realistic costing of armour - especially for HI and SHC;
4. Differential costing (perhaps unit based) for troops with front
rank shield only.

It is clearly a mammoth task.

On the shield issue, perhaps another x-rule worth looking at, is to
say that a unit is either shieldless or shielded, and that even if
not every man has a shield, of any of that unit ever wants to count
shielded, every element in that unit has to pay for a shield. This
would go a long way to overcoming the economies available in
particular to the Chinese armies.
