In Australia what has been used in the past, with themed tournaments
or not, is to require a list to include say 1,250 points with one or
two preselected options for 250 points.

This then requires fairly standard lists to be prepared, but does
allow some divergence, eg to have an elephant heavy list.

Most regularly these days is to have themed comps, lending figures
when required to other fellows if they don't have armies in that
period.
