Jon,
Waver Tests 5.52 (CHARGED BY MOUNTED) If LHI, LMI or
LI responding to charge by mounted unless some
difficult terrain must be crossed to reach them.
If a unit of loose or open foot is partially exposed
from a rough terrain feature and is charge by mounted
who begin the bound in the open do the loose/open foot
have to waver?
There have been different interpretations (dreaded
word) of this rule. In the past if the mounted body
could contact the part of the element exposed in the
open it had to test regardless of the fact that the
mounted body would then enter the rough terrain,
becoming disordered.

A quote from the next to last para of 5.52:
" The term "beyond difficult terrain" means that every element of the mounted
unit that makes contact must pass
through a very rough or rough area or cross an obstacle in order to contact the
unit that is the object of its charge. If even one mounted
element can contact the target body without having to cross difficult terrain,
measured before lining up elements, then the body must
waver test."
