Who has precedence?

In the case of a flank march, if the player with flank marching units
wins precedence in approaches and elects to bring the flank march on
in appraoches, do they approach (that is come on table )at the same
time as the rest of the approaches or do they approach last?

My question is based on the following scenario. Player A has a flank
march arrive which he can bring on in Approaches. Players A and B
then mark their approaches and dice for precedence. Player A wins.
He moves his onboard units first (easier that way I guess), does he
then do his offboard appraches ahead of player B? Can player B now
approach the flank marching units if they are closer to his units than
the original onboard units? Or does player A wait until after player
B has approached before approaching with his flank march? This last
would still allow for the "element of surprise" as they come on board
after all other appraoches have been completed.
