Close calls exist in all miniature games and are not related to the rules.
Warrior says to stop reducing movement when the body's front edge is clear.
But if there is one micromillimeter of terrain peaking under the front edge,
is that clear? In Battlefront, what if the range looks to be exactly 40
inches to one player and 39.9999 to another? In Napoleon's Battles, what
happens when one player thinks the unit is all the way uphilll and the other
sees a tiny fraction of the base 'downslope'
No rules author can prevent this - period. This one is going to do his best
and leave the microns to the umpire or the die roll.

I guess I am one of those millimeter players. I like clear,
unambigious rules that do not require "die roll" resolution of close
calls.
Part of the problem is grammar. Warrior contains its share of these
problems. For instance consider movement rules, specifically recall
moves. Nowhere do the rules (at least that I can find) specify if the
amount of movement in a recall move (which you may recall is
variable) is mandatory. The only mandate is that LI within 40 paces
of steady foot must make a recall move. From the way the rules are
currently written you could argue any of the following (the key word
here is ARGUE)
1. a recall move is some finite distance between 0 and the maximum
move determined by the variable move rules.
2. a recall move must end with the LI 40 paces from steady foot.
3. a recall move must be exactly the amount determined by the
variable move rules.
The rules are NOT unambigious. May I suggest a rewrite in the style
of Squad Leader and Empires in Arms. Yes it is dull and hard to write
this way, but you end with an easily referenced and easily understood
set of rules.
I guess working in a law office for 5 years has affected me more than
I thought.
