In 11.1, it says that only prep shooting that includes handguns and artillery cause a waver test to otherwise shielded steady close order foot who receive 2 CPF. Do incendaries count as artillery in this context?

No, unless they are incendiary artillery.

The rules can actually be interpreted such that normal incendiary missiles (bow, longbow, crossbow, JLS) can cause this waver test.

Looking at the use of shields section in 7.1 it states, in part, that incendiary missiles count no one as shielded.

Combining that with rule 11.1 would suggest they cause the waver to close order foot.
