| I've noticed that Spanish Scutarii in most every list in Classical Warrior can be upgraded 1/4 to Irrg A. Can the Syracusans be upgraded as well? |

| Sorry, I meant Syracusan Scutarii. Shouldn't there be a provision for them to ugrade? |

No.
As you mentioned, not all lists in Classical Warrior with Scuts have this upgrade, the Syracusan list doesn't for example.
That was deliberate, not an oversite.
