The later Ottoman list (HW 22) says Janissaries can have 2HCT, Lts, or Jls (0-1/3). I assume that means that 1/3 of Janissaries can have some kind of special hth weapon chosen from those three types. So if you had 9E of Janissaries 3E could have a special weapon (Lts, Jls, or 2HCT).
The alternative interpretation is that 1/3 of Jannissaries could have Lts, 1/3 Jls and 1/3 2HCT. In other words all of the Janissaries could have a "special" weapon. A 9E unit could have 3E Lts, 3E Jls, and 3E 2HCT. This does not sound like the correct interpretation to me...but I've been wrong before

The "alternative" "interpretation" is incorrect and not at all how Warrior lists are constructed. I believe the General Concepts section explains this.

Yep...that's what I thought. I stumbled across some army lists where individuals clearly used the "alternate" interpretation. That is what prompted my question. Thanks for the confirmation.
