In the Sassanid list is it legal to add additional figures to the CINC as an EL like you can to the other EL in the list? Or if he's an EL he's the only fighting fig that is on the element? Thanks!

The CinC may NOT have any additional crew added to his elephant; he fights (when he must!) as a single, B-armed crewman.
