Here's a wierd one that came up in a game Frank and I had last night:
Unit A is 3 elements wide and two ranks deep. It has one element in combat frontally against Unit 1, and two elements frontally in combat against Unit 2.
As a result of hand-to-hand combat, it routs Unit 2, and recoils Unit 1. So the element in contact with Unit 1 is following up, and the elements in contact with Unit 2 "want" to pursue.
Can Unit A expand in follow up?
We decided that we'd do it element by element: the element behind the element in contact with Unit 1 was a "following up" element, and could therefore be expanded, but the elements behind the elements in contact with Unit 2 were "pursuing" elements, and therefore could not expand. This seemed to make a certain amount of sense, but the rules are unclear on how to proceed in this situation.
This may be one of those "not every possibility can be anticipated so use common sense" things, but I'd be interested in Jon's opinion nonetheless.

Mark,
Jon will weigh in and is ofcourse the final and most important perspective but. . . . since unit A is still in contact with a unit it is pushing back, and therefore unable to pursue the broken unit, it seems to make sense that you could follow up and expand with up to two elements like the rules say. This seems to be quite simple but perhaps not.

Bodies either follow up or pursue, so any eligible elements could expand.
Note that to be pursuing, ALL opponents must break-off or rout.
