Timurids is an extremely difficult list to put together effectively, especially on 1600 points. It works well on 2000 points, where the expense of many of the units doesn't deplete you so much. Oddly, it works well on 1200 points, where other people don't have enough points to easily screen off your main threats. But 1600 points is tough. I've yet to come up with a version I'm satisfied with, and Alex and I have been tweaking this list for a couple of years now.
That said:
* You need some LI. It is a cheap, durable, frontage holder, and can be bought very efficiently on the Timurid list.
* Horse archers not armed with JLS do not need shields. They count shielded at first contact against foot regardless, and they shouldn't be fighting enemy mounted frontally.
* Horse archers not armed with JLS do not need to be B class.
* Consider putting your HC/MC in one 12 figure unit, which can then dismount as a very effective 16 figure anti-elephant unit.
* Consider getting incendiary camel carts for the Timurid infantry. This choice is complicated, but worth thinking about.
* You probably need two generals, since there may be many games in which you want to prompt both elephant units to charge in the same bound.
