In list 39, War of the Roses list there is an entry that reads, "extra to mount Retinue Billmen/Longbowmen or Household Longbowmen on horses....0-1/3. I read this to mean that 1/3 of these types can be mounted. Thus, in a large enough army, all of the Household Longbowmen could be mounted, as long as there were twice their number in Retinue soldiers on foot.
This seems to make sense because having 1/3 of unit mounted wouldn't do much good unless they were a detachment. |

In general, when different troop lines are on a single line for a modification, as in your case, it IS 1/3 (or 1/4, or 1/2, or whatever) of the TOTAL you run in your entire army that may be modified, of all such troops.
Thus you are correct.
I'm not personally sure whether part of a unit can be mounted infantry and part not. Rule 2.52 states that a unit may, if permitted by army list, combine troops of different class and type (excepting regulars with irregulars, apart from elephants.) That would seem to suggest you could mount only part of an infantry unit.
