Jon's at Origins so I'll answer this one.
I don't have the rules in front of me so can't quote you chapter and verse.
That rear rank *can* shoot in support if it has not fought in the current combat. For example, assume the unit enters combat on Bound X. Then if all other rules allow, the rear rank shoots in support. Assume combat continues into Bound X +1 and that rear rank fought in Bound X. Then it cannot support shoot.
Read the support section carefully, it's very clear. I'd point you to the exact spot but again, don't have the rules in front of me. Perhaps somebody else can.
