Hello! A while back I saw a note that REG A troops received a plus 1 tactical factor in combat. Is this an X rule or in standard use? Will it be in use in the NICT or other HCon tourney's this HCon? Thanks!

It's certainly not in "standard use", nor is it an X rule. It's a house rule somewhere.

As such, it won't be used at Hcon.
