Typically, for cost effectiveness reasons, you use 6 element blocks of LC B, no specific upgrades. You may make them Reg B with an element of A, but I recommend the bulk remain Reg C...just play properly and the morale difference won't matter.
You do want 'some' 4 element units that are Reg B, one element front rank Reg A, with JLS,B,Sh front, JLS,B back. You can contemplate whether your play style can use 2 element such units.
Note that LC can be detachments of HC/MC, and that certain dismounting arrangments can make very good use of that.

If the troops are 'normal' then Purple is disordered. However, this is about Mongols...presumably Green are Mongol LC and Purple is other Mongol cavalry.
However, Mongol cavalry in interpenetration only get to disregard the 2nd and 5th bullets of 6.521 (interpenetration causes of disorder.)
NOT bullet 4, which is in a charge...so...Purple is still disordered.
