would you please comment on the decision making process that went into making roman legions HI with the slow rate of movement that goes with it. Given the flexibility and speed of the average roman legion in almost any period I would have expected some list rule to allow faster tactical movement. please do not misunderstand the reason for this question. I feel the legions are powerful enough and granted great powers by the list rules. I rather ask from the historical perspective as I respect your historical knowledge and am curious as to your thinking. Again, I am not asking for any hidden agenda or attempt to change lists, just want to know

Bill and I typically do not answer "designers notes" questions. A perusal of the archives will show ample reasons why that is and numerous explanations as to why we don't answer these.

Reading the stickies might help as well.

Roman movement tweaks were considered.

Also look at the X Rules. There's a blanket X Rule for close order foot movement.
