Rule 2.513 Staff element
2nd paragraph, last sentence
"If a staff element is incoporated into a unit, the staff element must always be in the unit's front rank."

This seems to conflict with any attempt to use various forms of Circulating Combatants involving a Staff Element.

So...strictly reading the rules...no Staff Element may be involved in Circulating Combatans motion of elements forward and back because it must always be in the front rank. No element behind a staff element can replace it...and no staff element could start behind the front rank.

That seems to be 'at odds' with the purpose of Circulating Combatant rules to limit a unit containing a general in that manner...A foot general in a Roman army wouldn't use the modern infantry tactics available to him?

There should be an exception in the verbage to allow for this.

So, go ahead and do it per the CC rule even if a general is in the unit. We'll put this on our list of things to do.
