page 51, 6.167 Converted Charge permits a unit to get a converted charge with a follow-up move.

page 54, 6.31 Recoils/Follow-Ups prohibits a unit from expanding elements if said elements would contact another body.

Does this mean that a converted charge cannot result from a follow up move due to expanding elements?
