Rick Parrish has had rulings on elephants and cataphracts moving through terrain happen differently across several events. First two times, they were ruled as only advancing 40p in any terrain. At Historicon 2010 the ruling was that Elephants (who are close order) are not slowed in rough areas.

Relevant rules:
6.11 TACTICAL MOVE DISTANCES
fifth section, "Close order troops across difficult terrain (6.71)" 40p

6.713 Terrain and Tactical Moves
"A tactical move starting in or crossing a very rough area or obstacle is reduced (6.11)."
"Rough areas reduce - foot tactical movement (6.11), rout moves (6.32)"

It would seem, then, that Elephants and Cataphracts, who are mounted close order, can move their full movement in Rough (brush, etc.) but only 40p in Very Rough (woods, etc.)

Still...some clarification would be appreciated.

The 6.11 sentence misleads by lumping rough and very rough together.

Close order mounted troops are disordered by rough, but are not slowed by it.

Thanks for the clarification. At Fall In, I had a flank shot on my opponent's C-in-C with an elephant unit, but it was ruled that I could not charge the elephants into the brush further than 40 paces. At Historicon, I had an opportunity to charge the flank of an enemy general, but I was intercepted by elephants charging through the brush, which kept me from scoring any points (Greg Hauser had been thoroughly pounding me up to that point). So, you can imagine that I was less than happy with the situation.
