Is Hannibal limited to Gallic Warriors who can only be Irreg C? why can they be upgraded to Irreg A in the 1st Punic War but not the 2nd? Is this an oversight? Or am I just reading the list incorrectly?

You are reading the list correctly. The Irr A upgrade is available for Gallic Warriors only in the First Punic War period.

The Gauls with Hannibal in Italy are from Gallia Cisalpina … i.e., northern Italy … and while related to the wild long-haired guys from north of the Alps, by this period were pretty well beaten down by the Romans. They were happy to support Hannibal, in a bid to recover their independence, but we treat them as a little less self-confident (and maybe a little more realistic in their assessment of the likelihood of them beating the Romans).
