From a discussion that went on after the games were played at Hcon. The consensus is that HI is too expensive which handicaps taking the Legionaries in the earlier lists of the theme. I propose a reduction in cost of HI to either 18 or 20 points for a regular c HI/LHI and 14 or 16 for irr C HI 12 points for an IRR C element of LHI. There is no time where the combat value of HI is 50% more than MI. In most cases they are the same.

We've lowered the cost of SHC as an X-Rule...and they are in about the right place, as far as it goes.

HI from MI (or LHI from LMI) is 2 pts per figure, or 8 (6 Irr loose) per element.

Reg C HI HTW,Sh are 24 vs 16 for MI. Because legionaries can circulate, they want to be armored throughout.

I could see experimenting with 1 point instead of 2 for the 'heavy' upgrade, but we do have percentage modifications we apply during themes to try to 'fix' this kind of thing as well.
