Hello All,
When artillery is mounted on a cart, it is 'Always a transport target' P110 13.33, but for interpenetration purposes P61 6.52 does it still count as artillery (not mounted troops) even if it moved that turn?

Always being a transport target has no implication for interpenetration, but only for their target class.
However, when you look at the definition of Transport and Mounted Troops, you will find that Artllery (light bolt shooters, typically) mounted on carts are both Transport (carts) and Mounted (in wheeled vehicles) and are also close order (wheeled transport and artillery).
Loose order infantry can still move through artillery on carts as per 6.52, permitted interpenetrations, even if the artillery moved that bound as the unit is still artillery.
