It says that you can upgrade saxons:
"Extra to upgrade to Irr B and/or give saxons HTW @4pts"

What does that actually mean?????
Can I upgrade them to IrrB and get HTW for 4 pts???

That convention is broadly applied across the army lists.

If you want to upgrade to Irr B, that costs 4 pts. If you want to give em HTW, that costs 4 pts. If you want to do both, that costs 8 pts.

Remember, you can always look at the points section in the rules to resolve most uncertainties.
