X-Rules are only used if specified in any given tournament listing.

Doesn't matter if they're in a list book, etc. You don't use them unless the tournament organizer specifically states which ones are in force.

This has been a *given* since Day 1 of X-Rules. Why it's crept into the conversation (and assumption by players that they can use them) recently is beyond me.

It happened at Cold Wars. It shouldn't have. Don't let it happen again.
