In the list, Abna are listed as RC MI LTS, SH that can be upgraded to HI.
In the text, it says they were adept in cities, hence the option for loose order. But, there is no option for loose order.

Clearly an error.
I'll fix it when I go into the online/download version of DAW the next time.
Going forward, the loose order is allowed.
