The rules are silent as to whether units can start the game in skirmish formation. It has been previously permitted but is generally not currently. Not being in skirmish makes a big difference for LC in particular as the -2 to be shot at makes the difference in many cases whether you will take 2 CPF or not in prep shooting, which is huge for them. I think that not being able to do this unduly hurts irregular troops, especially those with only JLS as a missile weapon-

1. It is quite difficult to get into skirmish with these guys generally speaking (you must be able to shoot that bound or moving 1st the other guy could move into your shooting range). Hard to do with 40p range JLS.

2. Even if you are eligible to form skirmish per above, it dramatically slows your advance down as you only move 40p in the bound you form skirmish instead of your normal move. This basically costs you a bound, which in a typical game of say 5-7 bounds is very significant.

In total, I do not find irregular LC or LI with JLS, Sh really playable without being able to start the game in skirmish as without such, they are too slow and/or just too vulnerable to being shot up. Bow-armed troops also benefit as they don't have to waste a turn forming skirmish.

It's not like starting in skirmish makes them any sort of world beaters, it just makes them playable and gives them a realistic tabletop role.

Making games go faster and expanding the amount of playable troop types seem like worthwhile goals to me.

The next clarification (it's been in the works for a long while now) will clear this up:

You will not be able to start the game in skirmish.
