Intuitively, the answer to this question feels like 'no', but I wanted to confirm.

Can a body that is permitted to enter testudo that is not entirely armed with shields able to form testudo? In this case, a body composed of four elements of MI with shields form the first two ranks, and the third rank is MI with bow and no shields.

No (most commonly occurring if you have 2 ranks of legionaries and one rank of shieldless archers).
