Does what it says on the tin:
In shieldwall you cannot use 2HCW, leaving only SA, unless you have some other additional weapon class.
2 Reasons:
1. In a real shieldwall you do not have the space, nor the access to the enemy to employ 2HCW effectively.
2. You cannot use a shield and a 2 HCW therefore cannot be IN a shieldwall (front rank needs shields). You would have to sling your 2 handed axe/greatsword and use your side arm (1-handed sword/sax/small axe etc.) or extra JLS instead of your 2HCW.

I have Vikings and Anglo Danish and benefit from the current rules; But let's be honest: They are thoroughly incongruous in this regard!

In general, we consider history and playability in regard to how we want 'these things' to work.

While it might seem impractical, physically, for 2HCW to be used in shieldwall...'guys who used shieldwall' did have axes.

Also, if they couldn't use axes, they would be unplayable terrible.

In one of his 'Last Kingdom' book series Bernard Cornwell describes the Vikings using their axes in shieldwall to reach out and hook the tops of enemy shields to pull them down and make the bearer more vulnerable.
