Under the base rules, there are no horse bases to 'touch'. If the optional 6.64
is in play those aesthetic horse bases have NO game effect.

Perhaps it might be wise to conisder a rewording of 5.221. Because
dismounted units still contain their mounts even if they are not on
them. According to this scripture, any unit containing these animals
are disordered by elepants/camels.
