Does the sentence "Substitute three ropemen for each of all but two
of the crew figures" relate to depiction only, or will man-pulled
engines end up counting more crew firing on the combat table?
6 crew counterweight counts 6x2 = 12 figures firing
6 crew rope-pulled counts 3x4=12 + 2 = 14 crew = 28 figures firing.
