Umm again. Yes, it does. Full sentence (from 2.32):
"The JLS category is used in close combat only in infantry LTS, HTW,
or 2HCW, or with foot or mounted SA. It cannot be combined with P, L,
or 2HCT."
That is, the use of JLS in combination with 2HCT, in close combat, is
specifically prohibited.
I realise that there is nothing which prevents troops from being
assigned weapons which are mutually incompatible - mounted having both
L and JLS are an excellent example - although it's rare. BUT Scott H
referred to the Aztec Otomi as being usefully armed with 2HCT, JLS as
an anti-elephant tactic. There is no list rule regarding the use of
2HCT and JLS together, so I noted that they could not be so used.
You now appear to be arguing the position that 2HCT and JLS *can* be
used together, under the core rules, which seems to me to directly
contradict 2.32. Apparently others read this the same way. Which
side is in error?
[If you now repeat that 2HCT and JLS are fully compatible, and I use
this ruling at H'con, doubtless Scott will abide by it but my
opponents would I suspect be rather, ah, peeved. I think though that
you may be assuming the existence of a list rule which doesn't exist.]

I thought it was explicitly stated in the list rules for Aztecs (assuming so
because of Scott's mail....lol), so I have called Scott and he will be giving us
all the final answer here soon.
My fault for not backing off the second this became a list rule question...
