This is is another of those topics that has been around for 30 years,
and for which the old adage ' historically everything could be argued
both ways' certainly applies.
Some armies did indeed have the luxury of choosing which units to
use against a particular oppnent. Classic examples are Alexander's
'light troops' mobile srtike force, and Arrian's array against the
Alans, where he chose to send every unit available that had missle
capability. There were situations where you chose units for a campaing
from a larger available pool.
On the other hand, a far more common situation ws that of Aetius or
Stilicho, where you grabbed everyone you could lay your hands on and
off you went.
From a practical tournament standpoint, one list does lead to a lot
more really bad matchups, either hopelessly lopsided or just pointless
(like all LC vs all HI) which is generally not considered to be a good
