No. If you forego a segment, you;re done. However:
eg 1.
I have a line of Hi legionaries with a cart mounted bolt shooter
between 2 units, the legionaries have 2 march segments but the bolt
shooter on a cart has three and if it took up all its allowance would
be way out in front of the line in 2 bounds. >>
Stop the carts after 2 segments - same result you want and legal.
eg 2. A line with Ireg LMI and Elephants in it, the same will happen
the Elephants will be 2 segments out in front if they take their
allotted march moves. >>
Stop the El after two segments. See above.
so can I just make 2 march segments if I'm entitled to three without
penalty?. >>
Yes, but they have to be the first 2, not the last 2.

As long as you complete one full segment, you can march next bound

Can the elephants or boltshooters continue their march in the next turn or must
they be prompted to march (assuming no enemy is within 240 paces and terrain is
passable)?

There is a possible penalty i believe.
The unit would not be considered to be advancing as fast as possible and may
not count towards the required number of advancing units advancing for
attack orders.
